CARE is seeking a Senior Clinical Trainer – SRMH. The Clinical Trainer
will work with the Supporting Access to Family Planning and Post-Abortion
Care in Emergencies (SAF-PAC) initiative which aims to reduce
unintended pregnancies and deaths from unsafe abortion during
emergencies. The SAF-PAC initiative has two strategic objectives: 1)
improving coverage, quality, and utilization of reproductive health services
in emergencies, and 2) increasing CARE’s organizational leadership and
capacity to support and sustain these services. SAF-PAC funding will allow
CARE to integrate these essential services into its response to acute and
protracted emergencies, with an initial focus on three countries with critical
needs: Democratic Republic of the Congo (DRC), Chad, and Pakistan.
The Clinical Trainer will be responsible for providing technical assistance,
support the implementation, and monitor and evaluate the clinical training
agenda for SAF-PAC in DRC, Chad, and Pakistan. The Clinical Trainer will
apply best practices and appropriate technologies of clinical services and
build clinical technical leadership while developing and administering
training and service delivery improvement strategies with partners and
country office project staff. The Clinical Trainer will oversee the service
delivery of safe abortion and long-term and permanent family planning
methods and ensuring quality of training. The Clinical Trainer will also
explore and evaluate interventions by developing, enhancing or reinforcing
the use of existing systems for tracking training and service delivery
intervention outcomes and achieved learning objectives.
Responsibilities:
· Work with SAF-PAC team and external agencies to adapt existing
and develop new clinical training curriculum (specifically for family
planning and post abortion care);
· Work with country office teams to develop strategies for quality
improvement that are based upon existing tools (i.e. COPE);
· Work with country teams to develop quality improvement and
supportive supervision plans;
· Work with project staff and partners such as Columbia University to
identify, assess and set up training centers in Pakistan and Chad;
· Work with DRC team to identify a future training center and ensure
IRC provided training center has inputs and support necessary to
provide quality training;
· Support each SAF-PAC country team (Chad, DRC, Pakistan) in
rolling out the training;
· Research and apply best practices and methodologies in family
planning (including long-acting and permanent methods) and PAC
clinical training;

Description:
· Provide technical assistance and oversight to all training, provider
performance assessments, and supportive supervision activities in the
three focus countries (DRC, Chad, and Pakistan);
· Ensure clinical training and follow-on supervision guidelines include
evidence-based guidelines and international standards for best
practices;
· Ensure quality assurance, by demonstrating evidence of
compliance with International protocols and standards;
· Build the capacity of staff and the Ministry of Health (MOH) in postabortion
care and long-term and permanent family planning service
delivery;
· Work with project staff to assess and identify continued training
needs of staff and partners and develop plans to address the needs;
· Provide technical inputs on strategic program and activity planning;
· Participate in the selection, hiring and training of clinical and other
relevant project staff.
Education:
· Clinical degree (midwife, Ob/Gyn doctor, or nurse with obstetric
experience);
· Desired: Masters degree in Public Health or related field.
Experience:
· 8 -10 years clinical training experience (including international and
field experience);
· At least 5 years experience in international Reproductive
Health/Maternal Health programming including Emergency Obstetric
Care, PAC and Family Planning;
· Facilitation and training including development of training materials
and facilitation of participatory program development and capacity
building;
· Clinical experience in maternal newborn health ;
· Clinical experience in reproductive health (long term Family
Planning Methods);
· Experience in program design and implementation.
Technical skills:
· Fundamental understanding and practice of participatory learning
and community organization methodologies;
· Excellent verbal and written English skills, particularly with diverse
audiences;
· Demonstrated ability to work in team and/or facilitate teamwork;
· Ability to network, establish and maintain effective partnerships at
all levels local to international. Proven record in building staff capacity
in clinical training;
· Background in RH with a focus on FP and PAC;

· Proven ability to develop and measure learning objectives;
· Strong computer skills (MS Word, Excel, PowerPoint).
